Established to address a specific gap.

Harland Strategic was established as the international advisory arm of Batuner Danışmanlık Ticaret Ltd, a defense and international trade firm headquartered in Istanbul and Ankara and operating since 2009. The firm's founding rationale was direct: governments navigating complex acquisitions and defense manufacturers seeking entry into new markets needed a counterpart with genuine operational experience — not proximity to the sector, but fluency within it.

Over fifteen years, BDT developed active engagement across defense procurement facilitation, export licensing, and principal-to-ministry relationship management across the Gulf, Africa, the Balkans, and Southeast Asia. Harland Strategic is the distillation of that experience into a focused defense and trade practice — advising, bridging, supplying, and delivering — operating under a single principal brand and a single point of accountability.

We work across the full span of a defense procurement requirement. We advise on regulatory and commercial architecture. We bridge qualified manufacturers and procurement authorities. We source and supply equipment against identified needs. The common thread is accountability — a single point of contact responsible for the outcome, not merely a phase of the work.

We are present at the beginning. We remain engaged through to completion.

We advise, bridge, and deliver.

Harland Strategic operates across three modes of engagement: advisory counsel on the regulatory and commercial architecture of a transaction; bridge-building between qualified manufacturers and procurement authorities; and direct sourcing and supply of equipment against identified requirements. In each mode, the engagement is active. Accountability for the outcome rests with the principal — from the first conversation through to delivery.

Access is built, not purchased.

The relationships that determine outcomes in defense procurement are not advertised. They are developed over years, maintained through discretion, and activated in the context of specific, qualified engagements. Our network reflects fifteen years of presence in environments where trust is the primary qualification for entry. It is not an asset we claim — it is one we demonstrate, when the right engagement requires it.

Engagements are selective.

We do not pursue volume. Defense advisory work done correctly requires depth of engagement, continuity of attention, and a principal who can be held accountable for the advice given. We work with a limited number of counterparties — manufacturers, procurement bodies, and program offices — where our specific competencies materially improve the outcome, and where we can operate with the level of trust the work requires.

Discretion is not a gap. It is a feature.

The clients and counterparties we work with do not benefit from publicity. Neither does our practice. We maintain a deliberate restraint about the specific nature of engagements, the identity of counterparties, and the details of programs we have worked on. This is not opacity. It is the standard that the sector expects — and one we maintain without exception.

Enver Batu Üner

Founder & Principal, Harland Strategic

Enver Batu Üner's professional history sits at the intersection of industrial distribution, arms manufacturing, and international trade regulation. His tenure at Stoeger Industries — a Beretta Group company — and within the Browning Group gave him direct exposure to the mechanics of defense and sporting arms procurement: engagement with procurement authorities, export licensing processes, and the multi-jurisdictional commercial relationships that govern distribution at program scale.

He subsequently built an advisory practice oriented around the specific demands of international defense trade: procurement facilitation, export control compliance structuring, and principal-to-ministry engagement across the Gulf, Sub-Saharan Africa, the Balkans, and Southeast Asia. His network reflects fifteen years of relationship development in environments where credibility is the only currency of entry.

Harland Strategic operates under his direct engagement. There is no layer between the client and the principal. Advice is given by the person who will be accountable for the outcome.
